Legislative Worksheet (SBAR Format)
How a Bill Becomes a Law

SITUATION: IS THIS SOMETHING THAN CAN BE LEGISLATED?
Identify the problem/concern:
Compassion Fatigue in care givers: Most of the nurses who are engaged in providing palliative care to terminally ill patients suffer from burn out and compassion fatigue which results in less motivation and dissatisfaction.
State your proposal/idea.
The nurses should be engaged in extensive learning and should be able to play much higher roles like leadership, problem solving and management.
BACKGROUND: DO YOUR RESEARCH
Include studies, reports, personal experience, or anecdotal stories related to your proposal.
There is a need to increase the education level as well the time span for the continuous learning so as to provide greater job satisfaction and motivation to the health care givers. These professionals also need to understand the value of growth and career development which is missing from the profession of nursing.
Has there been similar legislation introduced and/or passed in other states? If so, include it.
The Institute of Medicine (IOM) Future of nursing recommendations was proposed since nurses are taking greater role in the today’s complex care system. It proposed a similar idea with Recommendation 6: Ensure that nurses engage in lifelong learning but did not focus on compassion fatigue.
ASSESSMENT: FINANCES AND STAKEHOLDERS
Identify financial impact if any (e.g., added costs, cost savings, increased revenue): Academic nurse leaders across all schools of nursing will be required to increase proportion of nurses with a baccalaureate degree. This will result in investment in the infrastructure at these institutes and will result in one-time cost along with marginal maintenance cost.
